Job Description:

1. To review the Engineering deliverables generated by the Engineering Sub Contractor

(Material Requisition, Technical Bid Evaluation, ISO drawings, P&IDs etc.) as per contractual

inspection and Quality Control requirements.

2. Familiar in review of Contract scope of work, project contract documents and project

execution plan to develop Project Quality Plan and Engineering / Procurement Plan as per

project applicability.

3. Familiar / experience in Review and Verification of FEED Documents as per Design basis,

Datasheets, Guidelines, codes and standards.

4. To ensure all design procedural controls are followed as per Client Specification

requirements.

5. To ensure that all criticality rating, Inspection level and Material certification requirements

are incorporated / addressed during preparation of Data sheets, relevant specification and

material requisition, TBE, etc.

6. Interface functions between engineering and the quality department in Contractor’s

organization and externally with specialist subcontractors, Third Parties and COMPANY.

7. To ensure that all supplies and services are resourced from vendors, suppliers and Sub-

CONTRACTORs listed in Latest COMPANY approved vendor list / selected as per Company

Pre-qualified List as enclosed in contract documents.

8. Responsible for preparation of Project Quality Plan and obtain Client approval in accordance

with Contract specifications and COMPANY Project Quality System requirements.

9. Competency / Experience of developing Quality system, Quality Control Procedures / Plans,

Work procedures and inspection and Test plans, etc.

10. Knowledge in Onshore Pipeline construction, On Plot Piping, Flow line / Trunk line

Construction, Well Head Tie-Ins, Tank Fabrication Projects, etc.

11. Relevant background / Inspection experience in welding (Pipeline & Piping), Pipeline Field

Joint coating application (3LPP, 3LPE, FBE, U/G coating, painting), NDT inspection and other

inspections

12. Good command / fully familiar with codes and standards such as ASME, ASTM, API, ISO, etc.

used in oil and gas industries. Familiar with SHELL DEP, ADNOC Onshore specifications, SHELL

MESC are an added advantage.

13. Experience in review of Engineering and procurement document deliverables (MR, TBE, ISO

drawings, P&IDs, Vendor ITPs, MPS, NDT procedures, Welding Procedure Specifications,

MRB, Final Dossier, etc.) as per contractual Inspection and Quality Control requirements.

14. Review of PIM package submitted by Vendors / suppliers.

15. Coordinate Pre-Inspection Meeting (PIM) with hired supplier / manufacturer. Experience in conducting / participating PIM, Kick-off meeting, Pre-production meetings with vendors / manufacturer prior to start of manufacturing.

16. Familiar in review of vendor documents, manufacturing procedures, ITP, NDE procedures, painting, Pressure testing, etc in line with project specification, COMPANY standards and applicable SHELL & MESC standards.

17. Experience in review of final documentation, MRB and VDB after completion of material / Equipment delivery in line with approved procedures and COMPANY specification requirements.

18. Familiar in review of reports/ documents like MTCs, Pressure test, NDE, PMI, functional test, fugitive emission production / prototype reports and fire safe qualification tests reports, etc as per approved ITP and Project specifications.

19. Knowledge in Implementation of the Lesson Learned as per project Lesson Learned procedure.

20. Experience in Participating weekly QA/QC meeting with Client Inspection representative and project management review meetings.

21. Familiar in Pre-order and Post Order discussions with vendors includes various Technical Queries and Bid clarification meetings.

22. Familiar in Establishing supplier QA/QC coordination procedure and inspection Management Plan.

23. Familiar in Carry out Supplier Capability Assessment Audit for selected vendors before placing the order which includes desktop review and carry out shop visit based on the requirement and closeout of audit findings.

24. Exposure / Knowledge to plan and undertake independent quality control audit of Client vendors/contractors and sub-contractor and reviews of quality control programs.

25. Review RFQs for inclusion of Quality requirements, Supplier Inspection and Test Plan (ITP) and clauses related to Criticality Rating of equipment / materials

26. To ensure Purchase Orders contain all the applicable, approved, accurate, complete technical data, test, inspection, and documentation requirements in line with Project specification, approved MR and applicable specification requirements

27. Experience to conduct raw material inspection, bought out items and review of Material Test Certificates (MTC) as per the project specification requirements.
