Responsibilities :

• • Develop a phased transition plan for each Division function to reach end-state, in accordance with the vision for the NEOM Authority; lean, efficient and tech-enabled
  • Track and communicate progress against the transition plan
    • Establish ambient monitoring systems and programs for environmental quality
    • Establish standards, guidelines and procedures for ambient environment and initial regulated industries
    • Establish climate change and carbon offsets programs
    • Establish outsourced laboratory services and assess feasibility of NEOM facilities
    • Initiate stakeholder engagement to support transition

      Environmental Quality Functions

    1. Develop Division strategy and end state operating model:

    • Use global benchmarks to establish organizational design, required workforce targets, and operating model for end state
    • Oversee development of Division strategy for achieving regulatory mandates
    • Ensure end-state operating model is fully lean, highly relying on automation and outsourcing while ensuring collaboration across Authority departments

     

    2. Drive readiness of all environmental quality functions across 5 Criteria:

     

    i) Regulatory instruments

     

    • Work with NEOM Legal and the rest of the NEOM Authority Environment Department as required to develop and finalize the environmental quality and climate change-related regulations, policies and standards
    • Provide expert content and collaborate with other departments to address dependencies ii) Regulators (People)
    • Estimate headcount for Division requirements, including consideration of lean core staff while outsourcing possible functions and leveraging technology
    • Coordinate with HR and Head of Environment Department to identify human resource needs for the Division, migrating internally, or hiring externally
    • Update existing, and develop new, job descriptions for Division positions
    • Establish a high-functioning team to address key functions and build capacity for demonstrating readiness

     

    iii) Operational assets and systems

     

    • Identify and procure/implement assets and systems required to execute on the Division functions and mandates (e.g., equipment like environmental monitoring marine and land-based stations, services, software tools, database and registries)
    • Oversee the establishment of a NEOM environmental laboratory for environmental quality and materials testing iv) Protocols and governance
    • Develop the governance and processes for the internal operating model of functions, defining standard operating procedures
    • Support the development of processes for cross-department coordination v) Stakeholder engagement and agreements
    • Identify areas where cooperation and agreements are needed to provide services in the interim period and identify segregation of duties for interim service delivery
    • Working with Office of the Head of Department, identify Base Economy entities and develop processes to communicate and liaise with key points of contact in the Base Economy for Division activities and actions
    • Working with Office of the Head of Department, plan for the transition from Base Economy Authority to NEOM Authority

     

    3. Develop and implement transition plan from Interim State to Authority staff for all Division functions:

  • Oversee the implementation of operational processes, procedures and systems for the Division
  • Develop and manage a highly efficient and professional team
  • Support the Head of Department in securing and managing financial resources and capital assets
  • Support the Head of Department in building and maintaining a high-performance culture of excellence, innovation and continuous improvement
  • Stakeholder management
  • Support divisional ISO 14001 accreditation
  • As required, directly manage employees and/or projects
  • Provide technical input and guidance to project teams when needed
  • Provide leadership and direction to advance environmental programs, practices and performance
  • Ensure the ongoing effectiveness and continual improvement of procedures and systems
  • Oversee the ongoing training requirements for the Division.

   

  Environmental Standards and Procedures:

   

  • Oversee the implementation of technical standards to support regulatory instruments
  • Oversee the implementation of procedures to execute programs and ensure efficiency, transparency and accountability across the Division
  • Support the development and management of NEOM Authority Environmental Management System, consistent with ISO 14001, and Authority-wide implementation
  • Facilitate continual improvement in environmental performance by improving existing standards and procedures or developing new ones over time.

   

  Ambient Environmental Monitoring:

   

  Oversee implementation of the Environmental Quality Monitoring Program

  • Ensure monitoring equipment is regularly maintained

  • Ensure real time data is continuously collected, QA/QC’d and reported in accordance with best practice

   

  Climate Change Program:

   

  • Oversee implementation of the Climate Change Mitigation and Adaptation Program and GHG Monitoring, Reporting, Verification and Offsetting Program
  • Ensure implementation of carbon offsetting requirements

   

  Laboratory Services:

   

  Oversee laboratory operations and ensure ongoing compliance with international standards

  Achieve the relevant accreditations and certifications expected of a world-class laboratory.

   

  Audit Environmental Quality Compliance:

  • Ensure audits are conducted to verify the adequacy and effectiveness of environmental quality and climate change programs, standards and procedures
  • Investigate non-compliances and ensure corrective actions are developed and closed out

Educational requirements:

Experience requirements:

• Minimum of 12-16 years’ experience in environmental management across an array of economic sectors
• At least 5-10 years’ experience in a senior managerial position in the public and/or private sector

Desired Skills:

• Extensive experience developing and leading environmental teams
• Strong technical environmental skills across terrestrial and marine environments
• Excellent written and verbal communication skills

Qualifications:

• Experience working in emission/pollution control management under advanced regulatory regimes
• Experience working on major- or, preferably, mega-projects with or within government institutions
