Senior Proposal and Estimation Engineer, Abu Dhabi – United Arab Emirates

Job Description

Roles & Responsibilities

We are looking for Senior Proposal and Estimation Engineer- Mechanical.

Must have own Price Data Base.

· Carrying out Detailed Feasibility Study and help Management to arrive at a decision of “Go / No Go”.

· Perform due diligence prior to Tender preparation.

· Thorough understanding of Tender and Pre – Award contract procedures.

· Provide overall estimating technical expertise and coordinates activities as and when required by Department Manager.

· Provide professional expertise in the resolution of complex estimating problems.

· Prepare multi-discipline, conceptual and definitive cost estimates for Capital Projects.

· Review estimates prepared by fellow team member estimators to ensure accuracy, completeness, and compliance with the scope of work, including those developed by Subcontractor, that may need revising to reflect construction practices.

· Assist project management and contracting personnel with bid analysis and contract negotiations. Advise lower level estimators of company in estimating methods/procedures and provide estimate breakdown direction.

· Keep abreast of significant developments in cost estimating by close review of technical literature, regular contacts with Subcontractors, visit to proposed areas of construction and attendance at professional and technical meetings.

Desired Candidate Profile

· Proven track record with pertinent experience as estimator or similar position

· Familiarity with financial and project management principles

· Thorough understanding of Technical and Commercial nitty-gritty of entire Bid Document.

· In depth knowledge of research and data analysis methods and estimation formulas

· Outstanding communication and negotiation abilities

· Ability to handle multiple requests simultaneously to meet goals and deadlines

· Good time management and organizational skills

Responsibilities

· Must be able to prepare entire Price Bid independently for relevant portion.

· Preparation of Complete Proposal and Tender Document within Time Deadlines

• Study of all documents with proper Risk & Opportunity Analysis.

• Prepare detailed Feasibility Report

· Coordinate with probable stake holders and obtain their offers

· Prepare of Pre-Bid Queries & Tender Bulletin

· Preparation and submission of tenders on related projects

· Study tender documents including drawings, project specification, BOQ, scope of work, contract details and conditions.

· Cost estimation on all types of Projects (Flow Lines, Water, Facility Upgradation etc)

· Excellent understanding of Design Engineering and Pricing of Line Items and Piece Rate Works

Desired Candidate Profile

· Bachelor Engineering Degree in Mechanical Engineering and a post graduate Diploma in Construction Management NICMAR or similar institute will be an added advantage.

· Must have worked in a company with an annual turnover of minimum 200 Million US $ and 10 running projects

Desired Candidate Profile

Candidates based in UAE will be preferred • Fluency in written and spoken English Language is required. • Thorough understanding of EPC Contracts• Demonstrated ability to learn complex and detailed concepts quickly. • Effective communication and interpersonal skills. • Strong leadership abilities and good time management skills. • Excellent problem-solving and management skills. • Ability to train staff junior staff.

Company Industry :

Oil & Gas Hydro Carbon Industry, preferably from Pipeline, Flow Line, Oil Head Installations and Civil – Electro – Mechanical Construction Infra-Structure also Water Treatment & Distribution Projects

Immediate and Local candidates shall be preferred. Depending on the profile the Notice Period may be bought out.

Education :

Bachelor of Mechanical Engineering having hands-on experience in Excel, MS and other related software. A post graduate Diploma in Construction Management from NICMAR or similar other institute shall be an added advantage
