Responsibilities:

Job Description
KEY RESULTS ACCOUNTABILITIES

Provide advice at the-point-of-need on operations and management System–related issues to ensure that key strategic issues are identified early to protect the long-term strategic interest of Licensing.
Comply with the RTA’s quality standards and requirements.
Create Licensing Presentations on behalf of RTA; write technical papers in international conferences to publicize RTA and Licensing Agency. # Conduct business analysis, identify change requirements, recommend action plans and solutions to senior management team.

Perform other related duties as assigned # Evaluate technical capabilities and Licensing Experience of new entrants into the organization and support RTA/LA in addressing critical change management requirements.
Provide an independent review and audit of licensing departments in terms of its resource capability, competency, and ability to deliver the Licensing projects. # Review the performance of the Licensing Agency and the Individual Departmental systems independently and report on findings to CEO.
Ensure that key performance indicators are developed and maintained for Licensing to enable effective monitoring of the organization performance.

Ensure the timely submission of Management objectives to the CEO.
Provide progress statements and reports on performance of Licensing Agency and its customer related projects.
Prepare periodic reports to the Director General and CEO of Licensing and Executive Director, when necessary or requested.

Establish team links across all work streams and ensure reliability, integrity of information channels within Licensing Agency.
Direct and analyze statistical data and reports to identify causes of licensing problems and develop recommendations and solutions for improvement.
Ensure that Reliability, Availability, Maintainability and Safety issues are taken into account in the planning of Dubai Licensing Systems. Scrutinize requests for decisions and reports in order to provide a decision support to the CEO.

Benchmark the performance of Licensing Agency against international best practice and introduce continuous development proposals and initiatives.
Monitor ongoing efforts to improve customer experience and operational requirements to deliver an effective program to rectify and close operational, management gaps.
Comply with the RTA policy in respect to the Shareholders, Customer, Suppliers, Employees, and to carry out your duties and responsibilities as per RTA Code of Conduct

Advise in the development of the validity and effectiveness of Licensing projects and its value impact for customers, evaluate and recommend specific adjustments during the implementation to satisfy project and customer needs.
Ensure achievement of targeted results in each key performance area as outlined in the plan.
Review the adaptability of the agency and its readiness to participate in the Dubai Government Excellence Program DGEP and enhancing the culture of excellence within the agency.

Directive and ensure the proper orientation program for new managers, including the clarification of their role and job descriptions if required.

Educational requirements:

PHD in Business Administration informs a recognized university

Experience requirements:

13-15 years of related experience in proven management and operations experience as the senior executive for recognizing international organizations;
