Job – Head of Contracts

Job Description:

  • Plan, lead and organise the activities of the Section to ensure that Contracting and Management plans / programs are met through the optimisation and efficient utilisation of available manpower and resources and that staff are motivated to realise potential and make significant contributions.
  • Strategize effective global contracting, sourcing, tendering, negotiation & logistics.
  • Develop a robust Contract compliance management plan to ensure effective post award contract management and close out of contracts.
  • Consolidates all the key factors required for strategy development that links other areas of business.
  • Generates innovative ideas & concepts to improve the development & successful implementation of contracting strategy.
  • Communicates clearly the Contracting strategy activities, externally & internally and at the most senior levels
  • Have the end-to-end view of Contracting Strategy and all its interactions and can forecast & evaluate major trends that will necessitate short term tactical adjustments or a change to the longer-term Contracting Strategy.
  • Collaboratively works with the supply chain leadership & other business areas to clearly define boundaries, interactions & roles and responsibilities with Contracting and Procurement.
  • Develop and enhance policies, procedures, systems & business processes to address Company’s operational requirement and most effectively package the demand for goods & services in the external marketplace to achieve maximum impact in terms of value delivery (HSE, operational performance, cost etc.) and then monitor its implementation.
  • Contribute to defining supplier relationship governance model & ensure relationship with suppliers/contractors is maintained.
  • Establish Suppliers databank and facilitate good contact between QAFCO and suppliers to foster co-operation and business ‘partnership’
  • Determines key factors for successful supplier management & identifies any business, technical & commercial risk that arises due to Company’s relationship with the suppliers.
  • Prepare the Section’s annual Plans and budgets and submit to the higher level for approval. Continually monitor progress and priorities and make necessary adjustments to achieve effective planning and cost control.
  • Analyses demand history, budgets and/or uses market intelligence to anticipate & manage future demand, working closely with the business to ensure that the procurement action is initiated on timely basis.
  • Plan the activities of the team & guide their work execution on a fast-track basis to with special focus on long lead time and critical cases to ensure availability of all necessary goods, services, equipment & external resources with necessary back up plans to take care of contingencies, for carrying out a trouble-free & smooth shutdown.
  • Review bid evaluation report and recommendation to Tender Committees for award approvals.
  • Carry out commercial analysis of projects to evaluate projects & see that the target dates & budget costs are met.

Job Qualifications:

  • Bachelor’s Degree in relevant discipline.
  • Minimum 15 years of direct/ relevant experience in Supply Chain Management function with 5 years at senior level of responsibility within Fertilizer, Petrochemical, Oil & Gas or Heavy Industry.
