Responsibilities:
- Create the marine services strategy to cater to Neom’s various demands, including vessel movements, state of the art navigational aids, surveying of all Neom facilities in scope to drive best in class, zero emissions service delivery
- Drive the marine services vision across all workstreams
- Establish best in class policies and procedures
- Establish a communication plan for internal and external stakeholder engagement
- Establish strategy, objectives while cascading KPIs
- Maintain records, and strong communication with port operations as well as the Port Authority
- Maintain navigational aids and control room with highest possible innovation and technological advancements
- Establish relationships with relevant national and international organizations to establish Neom brand as well as to ensure most up to date relevance and compliance with international standards
- Identify opportunities to market Neom branded training for international reference, specific to marine services
Conduct relevant audits - Manage suppliers and contracts for efficiencies and effectiveness
- Build internal capabilities to reduce or eliminate dependencies on third party suppliers
- Establish an environment where Marine Safety Code, organizational policy and all relevant legislation is respected with safety as a priority
- Lead and direct response efforts for port incidents and emergency situations while providing transparency to the situation

- Evaluate training, licensing and certification levels for compliance

- Collaborate with Authority on vessel inspection, risk assessments and response
- Awareness of qualifications and experience required to conduct competent and safe marine operations.
- Develop and lead the zero carbo plan for marine services assets
- Engage with internal and external stakeholders on alternative fuel propulsion solutions for marine services
- Support design of marine services assets
- Lead procurement of marine services assets and services
- Undertake the effective recruitment and selection of marine personnel in accordance with recruitment policies and procedures.
Educational requirements:
- Bachelor’s degree, Harbor Master, Certificate, Master Mariner, or similar
- Previous management or operational experience in a high-volume, dynamic port operational environment leading a marine services team. Preference for those with previous experience leading a marine services department
Experience requirements:
- Experience with alternative fuel propulsion and innovation in ports and marine services a plus
- Pilotage experience

Qualifications:
