Senior Manager, New Technology Regulations

Responsibilities:

• Manage regulatory innovation, not only by focusing on new rules but how rules can be made more agile and how regulators should work, considering the fast-changing tech environment.
• Devise policies, regulations, and frameworks to manage the risks of new technologies, and build and maintain public trust in them.
• Manage the development of an Innovation and Coordination Test lab (Sandbox) that is an experimental environment for businesses for their innovative solutions and NEOM to try out new regulatory approaches aimed at reducing friction, promoting scaling, and capital formation.
• Manage the development of the operating model of regulatory testbeds and design their life-cycle management. Conduct detailed research on relevant regulations, policies and guidelines for the purpose of processing regulatory experiments.
• Collaborate with novel businesses to understand their product or service offerings, with a view to developing approaches to balance innovative solution opportunities with appropriate laws and regulations.
• Manage the set-up of a regulatory support office (RSO) along with business eligibility criteria for disruptive firms to help them understand and navigate through the process of innovating at NEOM.
• Collaborate with relevant divisions of NEOM, particularly policy, security, data protection, authorizations, and licensing to gather the relevant expertise required to better understand queries and issues related to innovative business models.
• Consider and respond to requests for support from firms, forming judgement about rules at NEOM, within the relevant eligibility criteria for regulatory experimentation.
• Prepare detailed checklist of application procedure, requirements, and timelines for regulatory experimentations.
• Conduct analysis of novel issues that arise and recommend possible exemptive regulatory relief measures, taking into consideration the various business needs, as well as key regulatory objectives and investor and consumer protection.
• Exercise a high degree of judgment to identify novel issues and work with the business management and external advisers in assessing potential regulatory solutions.

Educational requirements:

Experience requirements:

• 5 to 10/+ years of experience in public and/or private sector regulatory organizations with experience in project management, including effective management of budgets.
• Demonstrated experience in public policy formulation and/or drafting regulations and execution of associated strategies.

Desired Skills:

• Developing and writing business plans as part of license or sandbox applications is an added advantage.
• Likely previous employers: Government institutions focused on regulations, connectivity, and digital infrastructure, and deployment in technology fields; private institutions focused on emerging technologies, connectivity, and digital infrastructure regulations such as economic or technology consultancy.
