Job Purpose

Guides ADNOC Distribution Leadership aiming at creation of HSE culture, leads and oversees targets and business plans, KPI’s in line with the ADNOC HSE Strategies & Objectives. Leads alignment of ADNOC Distribution HSE documentation to ADNOC HSE policies, codes of practices, management systems, procedures, guidelines as well as to requirements expressed in ADNOC HSE legal register. Ensure establishment of robust processes for timely reporting and investigation of incidents and implementation of learning. Ensures effective implementation of risk management across the ADNOC Distribution value chain and recommends approval for license to operate.

KEY ACCOUNTABILITIES:

Job Specific Accountabilities

HSE policy and planning management

  • Ensures and develops corporate strategy for health, safety, occupational health, Environment and HSEMS driving from ADNOC group HSE Code of practice, National HSE regulations.
  • Develop safety, occupational health and environmental manual, safe practice code and procedures in line with UAE statutory requirement, recognized International standards. Also provide advice & guidance to operations team in Service Stations, Plants and Depots on the use & interpretation of the procedures & instructions.
  • Oversee the update and control of the HSE policies, procedures and standards to ensure addressing or introducing the most recent applicable practices, updated regulations and technology in the Shipping industry.
  • Develops the HSE information and documentation control system. Ensures collection of HSE data and facilitates the communication internally and externally.
  • Oversee the process safety audit, conducted every 3 years. Manage the audit with insurance company, audit plan development, coordination with concerned department etc.

New Projects

  • Review and provide competent advise on the design of new service stations, plants, depots and equipments in order to ensure that the new design is safe and will not introdyce new hazards to the operation.
  • Participate in HAZOP, HAZID, ENVID, SIL , QRA studies for the projects and ensure these studies are performed inline with the ADNOC Standards.
  • Oversee and provide recommendations with respect to any new project work proposed on site, conduct HSSE evaluation of bidder documents to ensure that safety and emergency facilities and equipment are included at the design stage of such work and follow up on the safety aspects of such work to ensure compliance with the Company’s standards and requirements.

HSE Training and Communications

  • Initiates and coordinates safety awareness campaigns, safety and environment incentive schemes, preventive action plans and training programs with the concerned plants/ divisions/ departments.

HSE Compliance, Monitoring and Incident Investigations

  • Oversee the implementation of comprehensive periodic audits to identify, prioritise, and address incidences of non-compliance with approved HSE standards, policies, and procedures.
  • Assess and review the HSE Performance for the company; as overall, per function, per location, and per division to ensure proper resolution, and consistent level of adherence.
  • Oversee development of HSE index, statistical reports for corporate meetings (Board, ELT etc.) highlighting the areas which require their attention and suggesting improvements.
  • Lead investigations of complex / critical incidents and accidents including near-misses to ensure the identification of root causes and recommend corrective and preventive actions.
  • Review significant and recurring HSE issues, approve recommended actions, and report outcomes to the company management and leadership.

Environmental and Occupational Health and Safety

  • Lead and provide guidance to develop, implements and maintains OHS and EMS policies and procedures, programs and systems consistent with International standards, ADNOC group guidelines and in support of the corporate strategy and culture.
  • Audit and inspect to ensure implementation of Environmental management system in with ADNOC code of practice (COPs) and ISO requirements. Evaluates EMS training program conducted for employees and contractors to ensure that it complies with ADNOC L&S environmental policies and regulations.
  • Keeps current with industry environmental trends and regulations to maintain compliance and for continuous improvement.

HSE Risk Management

  • Ensure that competent and independent subject matter experts are involved in the development of the HSEIA.HSE technical Department shall review and technically approve the independent third party consultants including the CVs of the lead technical personnel associated with HSEIA / HSE Studies and HSE & Integrity Assurance Audits.
  • Review & technically approve the HSEIA screening study and Review & technically approve the HSEIA scope and HSEIA report during any stage of the project lifecycle (including the combined phase or modification projects).
  • Review all technical content, clarifications & deviations on the requirements of HSEIA and Review & technically approve the HSEIA scope and HSEIA report during any stage of the project lifecycle (including the combined phase or modification projects).
  • Review all technical content, clarifications & deviations on the requirements of HSEIA and associated safety studies and provide necessary approval.
  • Provide approval for ‘Early Construction’ work based on the Construction HAZID / ENVID / OHID and ALARP demonstration.
  • Liaise with ADNOC HSE Unit for Regulatory Approval of HSEIA Reports by timely submissions and follow up. Forward the HSEIA Report updates along with technical approval letters to ADNOC HSE Unit.
  • Inform in advance to ADNOC HSE Unit on the milestones (e.g. PSSR, PHSER VI & 5-year audit) for ADNOC HSEIA Assurance Audits.
  • Act as custodian (single point repository) of all the Group Company Lifecycle HSEIA Reports & HSEIA Dossiers developed for various projects & operations.

Relationship Management and Committees:

  • Acts as Company representative on other local committees, organisations and governmental controls agencies concerned with occupational health, fire, safety, environmental and security functions, providing input and liaising with personnel of other companies to ensure safe and pollution free activities in the area.
  • Develop and maintain effective business relationships with all relevant internal departments & external entities like ADNOC counterparts, Hospitals, Health organizations, Auditors, Service providers etc. with highest standards of business ethics, whilst promptly attending to all critical issues in-order to ensure the services required by the organization are delivered in the most effective manner.

Generic Accountabilities

Operational Plans

  • Develop consistent and realistic long- and short-term operational plans for the Department in line with the Division objectives and manage the implementation of the approved long- and short-term plans and ensure they are effectively converted into its performance objectives to realise the Division Objectives and established service levels.

Budgets and Operational Plans

  • Develop and manage the Department annual budget in line with the Division’s business objectives and operational plans ensuring that adequate funding provision is made for all Department activities.
  • Monitor expenditure against approved Department budget on a regular basis; investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

  • Develop and implement appropriate Department policies, processes, systems, standards, procedures and internal controls, Company guidelines in order to support execution of the Division’s work programs in line with Company and International standards.

Performance Management

  • Contribute to the development of the Division’s KPI’s and ensure proper cascade of the Performance objectives within the Department and establish monitoring mechanisms to ensure delivery of these objectives and promote a performance driven culture.
  • Manage the implementation of the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines.

People Development

  • Develop knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Organisation Structure and Development

  • Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Risk Management

  • Contribute and support establishment of a Corporate Integrated Risk Management System within the Department, while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the Department.
  • Communicate corporate business ethics and Company’s Code of Conduct to employees within the Department and ensure compliance to the Corporate Policies and guidelines.

Innovation and Continuous Improvement

  • Promote an organisation culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services.
  • Recommend improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.

Health, Safety, Environment (HSE) and Sustainability

  • Support the institution and implementation of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all Department employees to meet HSE standards.

Management Information Systems (MIS) and Reports

  • Ensure that all Department MIS and progress reports are prepared to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

  • Bachelor’s degree in Environmental Engineering /Safety Engineering/Chemical Engineering or any relevant discipline.

Minimum Experience & Knowledge & Skills

  • 12 years’ experience in HSSE department, including at least 5 years in positions of progressively increasing managerial responsibilities.
  • Experience in Oil and Gas industry is preferred.

Professional Certifications

  • Extensive HSE courses and/or industrial training centres.
