Responsibilities:

Strategic
Formulating the short- and medium-range operational objectives and plans for the Section, aligning them to the plans for the Business Process Department
Contribute to the development of the department strategic plan to support the need for improved efficiency and productivity in the organization as well as implement the methodologies and technologies that will support operational excellence, customer intimacy, product leadership, and cost reduction

Financial
Preparing the annual budget for the Section and obtaining the necessary approvals and also monitor the implementation of the budget for the proper usage
Operational

Managing the integration of the processes recommended to ensure that IT systems and Demand
Management are able to provide the solutions to deliver the services in line with the Continuous
Improvement Methodology

Approving the development of Maintenance Request Form (MRF) for systems and determine the scope of the change and priorities for improvement in procedures and regulations, and coordination with the relevant organizational units to implement the change requests
Ensure continuous monitoring of the service dashboard KPIs, analyzing the customer service outcome and business market recommendations, and implementing a Dubai strategic objective in order to identify improvement opportunities in services and business processes
Ensure that the delivery of the improvements to Dubai Customs’ services and processes are aligned to the Dubai Model Service Improvement methodology and the Dubai Model Center guidelines from the Executive Council

Ensuring that all identified Dubai Custom services and processes are measured using the DC initiated Process Improvement Methodology in order to identify opportunities for cost and time effectiveness and efficiencies related to the processes and services
Leading the measurement of validating the return on ROI for existing newly developed services and processes to ensure the realization of the projected post implementation benefits
Leading the development & implementation of BPM Life Cycle involving Process Definition, modeling, implementation/Execution, monitoring and Optimization to ensure continuous service & process improvement initiatives across the organization leading to operational excellence, increased efficiency, enhance customer service, decrease operational expenditures, and increase customer satisfaction

Ensure the development and implementation of companywide services & processes adhere to the quality management systems
Coordinating with key business leaders and process owners across the organization to identify, frame, evaluate and prioritize organization-wide service and process improvement opportunities that enhance our customer experience
Leading the developments training and awareness of Business Process Management (BPM) Methodology, Dubai Service Improvement Model, Business Process Improvement Methodology and Business Process Standards that will allow the organization to decrease operating expenses and increase productivity

Managing the service & process improvement benchmarking in service and processes to ensure that services and business processes are continuously reviewed and modified and aligned to best practices worldwide
Mediate with internal and external clients to ensure that conflicts are resolved and sectional targets are completed on time
Identify and recommend the overlapping in services & processes through improvement initiatives and process re-engineering

Providing recommendations to “Dubai Model Service Improvement” on the best practices to be used in service measurement and enhancement in order to be in compliance with Dubai
Government strategic vision
Identification of Information Technology Levers in a process improvement phase to recommend IT solutions to enhance a process performance

Developmental
Leading, managing and motivating the employees of the Section, by setting SMART objectives that link to the sections objectives
Evaluate the performance of the staff and recommend or deliver appropriate training interventions to ensure that individual and departmental performance standards are met

Monitoring the use of the Section’s resources and finding ways to use the resources available more effectively
Confidentiality
Maintain confidentiality, integrity and availability of information in line with Dubai Customs information security policies and procedures in order to protect information from any disclosure or misuse.

Educational requirements:

MBA with relevant specialization

Experience requirements:

A minimum of 8-10 years of relevant experience
