Job Purpose

Plans, monitors and coordinates Occupational Health & Environment related activities and performance across the organization.

Develops related systems, work procedures and standards In Occupational health an Environment Protection. Promotes awareness and provides advice, information and training on Occupational health and environment related issues and standards etc. In addition responsible, responsible to plans, coordinates, directs and monitors ADNOC Distribution Environment Management activities to achieve the company’s vision with respect to environmental protection.

KEY ACCOUNTABILITIES:

Job Specific Accountabilities

Occupational Health Management

  • Leads alignment of ADNOC Distribution occupational Health & Environment related documentation to ADNOC HSE policies, codes of practices, management systems, procedures, guidelines as well as to requirements expressed in ADNOC HSE legal register.
  • Develops and implements company’s occupational Health & Environment programs in coordination with other functions.
  • Observes and studies work practices, work environment and ergonomic aspects at the work place for any adverse effects on employee’s health.
  • Develops and organizes specific health promotion / preventive health programs as per the priorities set by the management.
  • Supervises compilation / consolidation of statistical data and identifies and analyses trends; prepares periodic reports on Occupational Health & Environment related activities.
  • Conducts audits and inspections for compliance to procedures and standards for activities related to occupational health i.e. regulations, code of practice, work procedures, guidelines, protocols, equipment specifications etc.
  • Keep professionally updated and abreast of new and emerging guidance and legislation that govern legal and ethical aspects of occupational Health & Environment practice and use evidence-based practice to guide interpretation of statutory requirements and advisory guidance to ensure the health protection of the working population.
  • To assess, investigate and report on occupational Health & Environment incidents and manage the corrective and responsive actions with all relevant functions.
  • Manage the food safety standards at Service Station C stores, conduct periodic audit and inspections, identify non-compliance and propose mitigated measures with Retail sales to ensure adherence to ADNOC Distribution food safety guidelines and procedures.
  • Develop workplace alcohol and drugs control policies and procedures. Manage and advice line managers on the potential workplace consequences of working while under the influence of alcohol or drugs.
  • Implement and manage workplace and labour camp health, hygiene and welfare inspection plan. Recognize that occupational health management encompasses workplace and labour camp health, hygiene and welfare standards and regulations.

Industrial Hygiene

  • Oversees development of Industrial Hygiene programs, development and documentation of site IH standards and guidelines for each IH program etc. Monitors ADNOC Distribution IH programs through reviews of processes, serious incident and other reports.

Environment and Waste Management

  • Designs Environmental Management Plans for ADNOC Distribution to ensure that operations are carried out with minimal environmental danger, harmful waste and pollution to land, air, water and life.
  • Ensures achievement of comprehensive Environment compliance by the Service Stations, Depots, Plans Project sites and H.O. by making available updated environmental standards, legislation and policies, ensuring its communication, issuing advice and clarifications and highlighting deviations observed.
  • Facilitates / coordinates with other departments to identify environmental aspects and impact in their respective areas of responsibility. Promotes and assists other departments in development & implementation of programs to cover all aspects / impact. Tracks progress against set objectives and targets.
  • Ensures maintenance of records as required by law and regulations. Also, ensures that computerized database of all pertinent laws, regulations, policies, and other appropriate documents is maintained and updated regularly.
  • Ensures compilation & analysis of Environment performance related data / statistics and reviews periodic reports prepared by subordinates for submission to the management.
  • Promotes, builds and maintains environmental awareness, knowledge and expertise through training, communication and tracking of best practices.
  • Liaises with government authorities and other external bodies on environmental matters.
  • Develop the waste management and disposal guidelines for different types of wastes generated during operations in Service Stations, Plants and Depots. Conduct regular audit and monitor to ensure compliance with waste management guidelines and policies.
  • Monitor and ensure company procedures are applied correctly for water and effluent treatment system, thereby assure protection of individuals and the environment.
  • Define waste water and effluent sampling and testing methodologies, establish quality requirements and perform technical quality management process.
  • Advise projects, assets and business units on waste water and effluent sampling, testing and monitoring methods and statutory compliance with the permissible level of pollutants.

Generic Accountabilities

Management

  • Plan and supervise the activities of the personnel and resources of the Section to achieve the Department objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Section in line with Department objectives.
  • Develop the knowledge, competencies and innovative spirit in the Section and support the establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the Section in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Budgets and Operational Plans

  • Compile and provide input for preparation of the Department budgets and regularly monitor expenditure against approved the Section budget levels.
  • Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

  • Lead the implementation of approved Section policies, processes, systems, standards, procedures and internal controls in order to support execution of the Department work programs in line with Company and International standards.

Performance Management

  • Implement the Company Performance Management System for individuals within the Section in accordance with Company approved guidelines and continuously monitor the achievement of the Section KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.

Organisation Structure and Development

  • Review, develop and recommend the appropriate organisation structure for the Section that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement

  • Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
  • Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Section.

Health, Safety, Environment (HSE) and Sustainability

  • Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Section in line with international standards, best practices and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all Section employees to meet HSE standards.

Management Information Systems (MIS) and Reports

  • Prepare all Section MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

  • Bachelor’s in Medicine (MBBS) or any other relevant qualification as applicable.

Minimum Experience & Knowledge & Skills

  • 10 years of experience in Oil and Gas Industry in Occupational Health and Safety role, including 3-4 years in managerial responsibilities.
  • Microsoft office
  • Project management
  • Statistical and data analysis

Professional Certifications

  • NEBOSH International Diploma in Occupational Health & Safety.
  • Occupational health and safety or integrated EHS from a recognized international institute.
  • Membership or Fellowship from Recognized Institute
