Job Title – Section Head – Standards and Regulation Jobs in Dubai, UAE

Responsibilities:

  • Job Objectives:
  • Overseeing an integrated system of effective policies to apply, develop and improve licensing standards in accordance with best practices, and to enhance safety standards for users of social services through the application of an integrated system of regulations, legislation and quality-enhancing initiatives for all civil and social facilities, professionals and places of worship for non-Muslims.
  • Leadership responsibilities and duties:
  • Strategic Affairs

     

  • Preparing the strategic plan for the Standards and Systems Department in line with the strategy and plan of the Licensing Department and the Licensing and Control Sector.
  • Preparing short and medium-term operational plans and objectives for the Standards and Systems Section and aligning them with department and sector plans.
  • Developing policies and procedures for budget processes and ensuring the implementation of the same in all CDA transactions.
  • Financial Affairs

    Preparing the annual budget for the Department of Standards and Systems for optimal use , and obtaining the necessary appropriations , as well as monitoring the implementation of the budget to ensure compliance with financial policies .

  • Development

    Spreading the spirit of leadership, managing and motivating employees , setting goals for them, reviewing employee performance , recommending appropriate training programs , and providing advice on managing resources for the employees of the Standards and Systems Section in order to achieve the general objectives of the Department and the Authority .

  • Operational responsibilities and duties
  • Supervising the study and analysis of the legislative needs of the required groups in the social sector to ensure the development of legislation in accordance with the needs of society, and keeping pace with the development in the social sector in the Emirate of Dubai.
  • Manage the process of developing and reviewing the necessary legislation to regulate the work of social service providers and proposing developmental amendments in cooperation with the concerned departments internally (legal affairs, studies and research) and the concerned parties externally (the Supreme Committee for Legislation, the Executive Council, and service providers).
  • Supervise the preparation of strategic policies for approved legislation and operational policies for operational processes related to licensing social service providers, and work on continually evaluating and reviewing them to make any amendments that contribute to the process of facilitating their application.
  • Supervising the preparation of standards and indicators of the quality of social services in the Emirate of Dubai and following up on their application to ensure the upgrading of the level of social services in the emirate and the emphasis on sustainability in providing high-quality services to the community.
  • Follow-up on the preparation of a system for classifying and evaluating social service providers and submitting periodic performance reports, to create a competitive environment and encourage various agencies to provide the best services.
  • Manage evaluation processes on an ongoing basis to ensure the sustainability of services and their compatibility with the approved quality standards, and follow up on the issuance of reports and review them with service providers.
  • Supervising the implementation of various audits, field visits, and visits related to risk and investigation reports, and making recommendations to the concerned departments to take the necessary measures.
  • Following up the development of an electronic data platform for social service providers and ensuring the availability and regular updating of data, including their classification and the quality of services provided.
  • Manage cooperation processes with consultants, governments / local and federal bodies to keep abreast of developments in government best practices with regard to quality standards.
  • Supervising a study of the impact of applying legislation, policies and standards on social work in the Emirate of Dubai, setting expectations and submitting strategic reports.
  • Follow-up innovative programs for the social sector to ensure compliance with legislation, policies and standards and ensure their alignment with Dubai’s strategy for the development of the social sector.
  • Adhere to the information security policies and procedures approved by the Authority and work to comply with the controls to ensure the confidentiality of information
    Any other tasks and competencies within the scope of the job responsibilities.

Educational requirements:

  • Bachelor’s degree in Law, Business Administration, or equivalent. Proficiency in Arabic and English (speaking and writing)

Experience requirements:

  •   A minimum of At least 8-10 years in the field of work with 2 years of experience in a supervisory position
